1. Background & Purpose
Under the direct supervision of the Program Manager, the Program Officer will support the technical oversight of program management and implementation. S/he is responsible for the formulation, management, and evaluation of program activities, ensuring that program progress follows agreed timelines and is aligned with PAGE’s vision, mission, and objectives.
2. Key Responsibilities
2.1 Program Implementation
- Assist the Program Manager in monitoring ongoing program activities to ensure quality and timely implementation as per agreed objectives, Logical Framework Analysis, M&E Plan, and Implementation Work Plan.
- Coordinate with the Logistics and Operations department to assure implementation of the field activity plan.
- Prepare monthly work plans for activities in the office and field.
- Assist in implementing community mobilization strategies, maintaining community relations, and identifying key issues for reporting to the line manager.
- Ensure that activities are integrated, meet specific objectives, and are implemented in a consultative, participatory, and gender-sensitive manner as per PAGE policies.
- Develop and maintain improved working formats by adhering to existing policies and processes, maintaining confidentiality, and providing feedback on issues during relevant meetings.
- Identify and obtain any support and advice required for the management, planning, and control of the program.
2.2 Program Monitoring
- Maintain and monitor program plans, schedules, work hours, budgets, and expenditures.
- Ensure the program adheres to relevant frameworks and that all documentation is maintained appropriately for each program.
- Monitor and report any challenges and/or gaps identified, to inform adjustments to plans and implementation schedules.
- Support the management and monitoring of program risks as initially identified in the program document, and flag new risks to the Program Manager.
- Assist volunteers, consultants, and trainers in reflecting on project experiences and lessons learned.
- Provide direction and guidance to program partners and consultants as required.
2.3 Technical Assistance
- Assist in developing and strengthening monitoring, evaluation, accountability, and feedback systems, including internal reporting mechanisms.
- Assist the Program Manager with baseline surveys, participatory analysis, and needs assessments including design, training, and implementation.
- Participate in program design and development of concept notes and proposals.
- Provide technical support related to community development initiatives, specifically on project design and reporting.
2.4 Reporting
- Prepare weekly, monthly, and other required reports on all assigned program activities as directed by the Program Manager.
- Work closely with the M&E team to understand and report against program indicators.
- Maintain accurate hard and soft copy files with proper backups.
- Perform any other tasks as assigned from time to time by the Program Manager.
3. Essential Qualifications & Skills
Education & Experience
- University degree in social sciences, urban planning, development studies, or a related field.
- Minimum two (2) years of relevant experience in program implementation or a related field within an NGO/development sector.
- Knowledge and familiarity with program areas such as Emergency Response, Community Development, or similar.
- Good knowledge of and ability to develop concept notes and proposals based on community needs.
Technical Skills
- Monitoring and Evaluation skills and sound knowledge of program log frameworks.
- Ability to work in a high-stress, fast-paced environment, managing multiple tasks and programs simultaneously.
- Excellent communication, negotiation, presentation, and interpersonal skills.
- Fluency in Urdu and English (written and spoken) required.
- Proficiency in MS Office (Word, Excel, PowerPoint).

- Ability to implement programs and projects that help the organization meet its goals.
- Applied project management knowledge in development, staffing, budgeting, and scheduling.
- Experience in researching grant proposals and identifying funding opportunities.
- Ability to develop relationships with community, governmental, and non-profit organizations for resource mobilization.
