1. Background & Purpose

The Program Manager will provide leadership, oversight, and management for the successful implementation of programs at PAGE Foundation. S/he will work closely with program teams, local partners, donors, and other relevant stakeholders to achieve program goals, ensure compliance, and report progress in a timely manner.

2. Key Responsibilities

2.1 Program Planning and Implementation

  • Lead the design, planning, and implementation of assigned programs and projects.
  • Develop detailed program plans with clear objectives, timelines, and resource allocation.
  • Ensure programs meet their targets and deliverables within the stipulated timeline and budget.
  • Coordinate program activities across multiple teams, ensuring the highest quality of service delivery.

2.2 Monitoring and Evaluation (M&E)

  • Develop and implement robust monitoring and evaluation frameworks to assess program performance.
  • Regularly monitor program progress, prepare progress reports, and make recommendations for improvements.
  • Ensure that program outcomes and lessons learned are documented and communicated to internal and external stakeholders.

2.3 Financial and Resource Management

  • Oversee program budgets, ensuring that expenses remain within the approved budget and follow financial guidelines.
  • Work with the finance team to ensure proper allocation of resources and funds for the program.
  • Review and approve expenditures related to program activities.

2.4 Team Leadership and Capacity Building

  • Supervise and provide guidance to program staff and volunteers, ensuring they are equipped to meet their responsibilities.
  • Foster a positive and collaborative work environment within the team.
  • Identify training and capacity-building needs and organize necessary training sessions for staff.

2.5 Stakeholder Engagement and Networking

  • Develop and maintain relationships with local partners, donors, government agencies, and other stakeholders.
  • Represent PAGE at meetings, conferences, and events related to the program.
  • Facilitate communication between partners to ensure smooth collaboration.

2.6 Reporting and Documentation

  • Ensure timely preparation of donor reports, project reports, and any other documentation required.
  • Keep accurate and up-to-date records of program activities and outcomes.
  • Prepare and present periodic reports to senior management and donors as required.

2.7 Risk Management and Compliance

  • Identify potential risks to the program and develop strategies to mitigate them.
  • Ensure all program activities adhere to PAGE’s policies, donor guidelines, and legal regulations.
  • Ensure compliance with relevant health, safety, and environmental standards.

3. Main Duties

  • Collaborate closely with the Chief Operating Officer and other Program Managers on the full cycle of program management, including design, planning, implementation, and evaluation.
  • Oversee implementation and administration of the program, setting program direction and ensuring that all activities are conducted in full compliance with donor regulations, policies, and procedures.
  • Manage budget, prepare projections, and ensure timely and appropriate spending.
  • Develop work plans and track progress on all program objectives, activities, and targets, ensuring program implementation is on time, progressing towards targets, and within budget.
  • Coordinate across technical, programmatic, operational, and management teams to facilitate continuity and complementarity of programming.
  • Identify challenges with implementation and make recommendations for course correction.
  • Ensure that program implementation is responsive to communities and partners and consistent with PAGE’s relevant program guidelines, principles, values, quality standards, and strategic plan.
  • Supervise, train, and build the capacity of program staff, identifying capacity-building needs and devising development plans for staff members.
  • Conduct appraisals and provide regular, constructive feedback to staff members.
  • Working closely with the MEAL Manager, develop and contribute to the creation of MEAL systems for programs and projects.
  • Ensure that MEAL systems provide adequate feedback to inform program development and course corrections as necessary.
  • Lead the drafting process of program reporting.
  • Prepare program-related communications materials including flyers, social media posts, website content, awareness materials, etc.
  • Identify, build, and manage collaborative partnerships with humanitarian partners, coordination bodies, local authorities, and other stakeholders.
  • Develop strategic partnerships and maintain effective working relationships with key stakeholders, including donors, government actors, UN agencies, and international and local NGOs.
  • Work closely with program partners.

4. Essential Criteria

  •  Degree in social work, psychology, international development, law, management, or other relevant areas.
  •  At least five (5) years of NGO program management experience in international settings including project design, implementation, budget management, staff management, and MEAL.
  • Compassionate, confident, dynamic, and independent leader.
  • Serve as a positive role model and PAGE ambassador at all times.
  • Treat all people with respect regardless of age, gender, religion, nationality, sexual orientation, disability status, marital status, and ethnicity.
  • Maintain a positive, cooperative attitude.
  • Strong belief in human rights and gender equality.
  • Excellent interpersonal skills, diplomacy, and persuasion skills.

  • High standard of spoken and written Urdu and English.
  • Excellent computer skills (MS Office, reporting tools).
  • Ability to work in a stressful setting and adapt quickly to changing environments.
  • Strong people and project management skills, strong leadership skills.
